Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) – Malmstrom Air Force Base, Montana intends to award on a sole-source basis a contract to Highland Engineering, Inc. for the acquisition of three 701-EAC-REF (part number) expeditionary refrigerators at Malmstrom, AFB. The Highland Engineering Expeditionary Airlift Refrigeration Container Systems are the only authorized container systems that comply with RED Horse uniformity standards.

When in need of equipment, RED Horse must reference the Automated Readiness Information System (ARIS) for the list approved items. The ARIS Equipment Supply Listing (ESL) lists the refrigerator provided by Highland Engineering as the required source for this requirement. This commodity is not available to third parties or distributors. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered.

Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
