NOTICE OF INTENT TO AWARD SOLE SOURCE The Defense Nuclear facilities Safety Board (DNFSB), Office of Chief Counsel (OGC), intends to award a contract to WEST PUBLISHING CORPORATION (West Corp.), a branch of Thompson Reuters, on a sole source basis. The services provided by West Corp. are in support of the Defense Nuclear facilities Safety Board Office of Chief Counsel.

The authority permitting this sole source acquisition without full and open competition is prescribed by FAR FAR 13.106-1(b)(1), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 13.105(c).

The DNFSB/OGC requires four (4) subscriptions for each of the below-listed WestLaw services, and one (1) subscription for PeopleMap Premier + Company from Thomson Reuters. WestLaw provides a legal search engine and contains different search service subscriptions. WestLaw All Analytical gives you unlimited access to the All Analytical Library on WestlawNext, with over 600 law reviews and journals.

Westlaw Precision with CoCounsel combines generative AI (GenAI) with Westlaw Precision’s industry-leading content, editorial enhancements, and decades of legal industry expertise. West km Government Express, a legal research product that integrates KeyCite and full-text search technology with your organization’s internal documents. West km Government Express allows you to easily find and reuse your organization’s best work.

Lastly, PeopleMap Premier + Company Investigator provides comprehensive information on both people and businesses, with access billions of public and proprietary records, time-saving features, alerts, and reports, among other documents. A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 9:30 AM (Eastern Time) on February 24, 2025, will be considered.

All information (capability statement, proposal or quotation) submitted should support the firm’s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
