This posting serves as the pointer to the cross-posting on the IC- ARC dated 8 February 2024, which contains all the data elements, as applicable, from FAR 5.207(a) and a detailed description of the effort. Please see below for instructions for accessing the IC- ARC.

Pursuant to FAR 6.302-1(a)(2)(iii)(B) “For DOD, NASA, and the Coast Guard, services may be deemed available only from the original source in case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements”, the National Geospatial-Intelligence Agency (NGA) intends to award a sole source contract to Science Application International Corporation (SAIC)

(CAGE: 9J5J2) located at 2231 Crystal Drive Arlington, VA 22202, for the Technical Analysis Center (TAC). Market research indicated that SAIC is the only source reasonably available to satisfy this requirement without significant delays to the Government. This is a special notice prepared in accordance Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted.

However, any interested parties that believes it can meet the requirement without significant delays to the Government, may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Please send written submissions no later than 1000 EST on 16 February 2024 to Viphalac.c.dickover@nga.mil (UNCLASS) or Viphalac.c.dickover@coe.ic.gov (CLASS). Supporting information must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. All future acquisition documentation will be released via the classified Acquisition Research Center (ARC). Users must have a registered account to access information.

Instructions for accessing the Classified ARC: To view this effort, you must have a TS/SCI clearance as this effort is being posted on the classified ARC website. Access to this effort will require a classified ARC account. To create a classified ARC account, you must first create an unclassified ARC account by visiting https://acq.westfields.net and clicking on the “Register” link at the top right of the page.

Be sure to include your classified email address as you will not be able to access you classified account without it. Once you have finished the registration process on the unclassified system and validated your account by clicking the link you were sent via email, you will need to wait 2 business days for your classified ARC account to be automatically created.

Once you have waited two (2) business days, you will be able to log into your classified account using the same email and password you used on the unclassified system. This will bring you to a page where you can click a button to send yourself a verification email to the classified email account you listed when creating your unclassified account. To log into the classified ARC, visit https://acq.nro.ic.gov/ from a TS network such as NMIS, NSAnet, CWE, AWAN, CWAN, JWICS, etc.
