The 673d Contracting Squadron, on behalf of the 3 MUNS/MXWKF, intends to issue an award to Oshkosh AeroTech, LLC for an Air Deployable Cargo Handling (Hi-Line) Dock system to offload T2 pallets from C-130 and C-17 Cargo Aircraft in austere environments. The product to be procured must be small enough to take up a single cargo pallet (463L pallet) space with all tools and equipment required and be able to handle fully loaded T2 missile pallets with up to 10K lbs. of cargo per pallet when assembled.

Product must not require lifting equipment to assemble or require specialty tools. Product must be air droppable and cargo nettable. Must be able to be assembled by a single air crew. Technical Requirements are as follows:

Primarily Aluminum construction (for weight and corrosion control) Can be packed down and secured onto a single 463L pallet. Can manage two each T2 Pallets Full system can be assembled/disassembled within 1 hour with no special tools or equipment by a four-person team No need for a forklift for assembly Minimal components that require lubrication. Commonality of parts across the system. Ability to mix and match sub-assemblies where required.

Ability to be used in unlimited length configurations Adjustable feet provide levelling capability Enhanced corrosion resistant parts (Aluminum or Grade 304 Stainless Steel) Marine specification paint system Raised roller pitch height to enable fork tine access.

Lockable roller trays Anti-slip surface under any removeable roller trays Cargo nettable Repackable in less than 2 hours The Government has determined that Oshkosh AeroTech, LLC is the only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals.

This acquisiton is being pursued on a sole source basis under the statutory authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additonal information is available. Requests for the same will be disregarded.

Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this notice. The Government will consider all information received by the response date. A determinaion by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.

Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent. The information provided herein is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the services discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
