The Office of Electric Reliability (OER) has a need for a real-time, or near real-time application to monitor the dynamic behaviors of the electric system through frequency, voltage, and phase angle measurements, accurately and on a wide-area basis. These measurements can then be used by FERC staff for situational awareness capabilities and the Commission’s Strategic Plan metrics related to reliability and to study various power system phenomena.

In accordance with agency objectives and Mission Essential Functions, OER has a need to procure a real-time (or near real-time) dynamic, power angle measurement application service to monitor the electric system frequency, voltage, and phase angle measurements, accurately such as may be obtained via reports from FNET’s Phasor Measurement Unit data collection on an Interconnection or wide-area basis to meet the agency's needs.

The requirement to perform the electric system reliability monitoring function was created in response to recommendations provided in the Final Report on the August 14, 2003 Blackout in the United States and Canada, 20041 and is identified as one of the major areas of responsibilities for the Office of Electric Reliability.
