Power Energy Implementation Support

The Department of Energy (DOE) / Western Area Power Administration (WAPA) intends to issue a sole source award, in accordance with FAR 6.302-1(a)(2)(ii). The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. The purpose of this acquisition is to procure the final implementation phase requiring train the trainer, end user training and readiness criteria. The period of performance is from 06/01/2024 – 11/30/2024.

The proposed vendor, Utilicast, LLC., is the sole provider for this follow-on requirement. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is $19.0M. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. In accordance with FAR 5.207, all responsible sources may submit a capability statement which shall be considered by the agency.

A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Parties may submit a capability statement by 13 May 2024, at 1630 CT via email to sigl@wapa.gov. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement.
