Notice of Intent to Sole Source (1) Oxford Instruments P10 – 1” 12Mhz Overburden Pressure Cell. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Oxford Instruments America, Inc. and Green Imaging Technologies.

The NETL requires the GeoSpec NMR P10 Overburden Cell as it will be inserted into NETL’s existing Oxford GeoSpec 12/53 NMR Rock Core Analyzer, maintaining equipment configuration. The cell will allow NETL to evaluate the petrophysical features and multi-phase fluid flow of geologic cores and wellbore cement as well as reproduce pressures and temperatures that can mimic the subsurface and be controlled for NMR measurements.

The Oxford GeoSpec NMR P10 Overburden Cell allows samples to be pressurized both inside and outside the instrument. Pressurized samples can be inserted and removed from the instrument without depressurizing, eliminating pressure cycling issues. This specific Oxford GeoSpec NMR P10 Overburden Cell is proprietary to Oxford Instruments and is the only cell that is compatible with NETL’s existing Oxford GeoSpec 12/53 NMR Rock Core Analyzer.

This is considered a sole source to Oxford Instruments America, Inc. as to the best of the NETL’s knowledge, based on market research conducted, Oxford Instruments America, Inc is the only known source that can offer this GeoSpec NMR P10 Overburden Cell. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal.

Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on September 20, 2024. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
