Notice of Intent: The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Long Haul Folding Kayaks, Cedaredge, CO. Background and Justification: Long-Haul Folding Kayaks Mark II Stretch Commando Package meets all specifications and requirements needed and is available to schedule. Varying environmental and geographic limitations have created gaps in MSRTW Precision Marksman Observer Teams vessel insertions capabilities.
Areas with shallow water as well as plain clothes collections activities necessitate having an organic means of transportation for mobile observation. Various MSRT movements and sustainment operations, required for upcoming mission. This equipment has been briefed and identified as mission critical through MSRTW’s chain if command. Cannot include further use due to OPSEC concerns.as briefed to Commanding Officer and District. Supplier is the only company that makes a product with this capability and purpose for the U.S Government, aligns with Standardized DOD Policy/TTP.
GENERAL INFORMATION: The Long Haul MK2 Stretch Commando Folding Kayak is the only one of its kind to support the weight capacity as well as packability to meet logistical and operational demands. .Delivery Requirements:

If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Purchasing Agent, Leilani Sandle at Leilani.d.sandle@uscg.gov referencing notice number 84-23-Q-34269-061 by 04/30/2024. A determination not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.
Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
