The National Cemetery Administration is seeking SDVOSB sources capable of providing construction inspection services for a gravesite expansion project at Bay Pines National Cemetery in St. Petersburg, FL. The period of performance will be approximately one year with anticipated dates being August 2025 to August 2026. Interested parties must meet the following qualifications:

Inspector Minimum Qualifications Experience: Minimum of 10 years of construction and engineering inspection experience. Demonstrated experience in managing and inspecting cemetery projects or similar civil works.

Certifications: OSHA 30-Hour Construction Certification is highly desirable. US Army Corps of Engineers (USACE) Construction Quality Management for Contractors (CQM-C) Certification is highly desirable. ACI (American Concrete Institute), Masonry Institute of America, and other Industry Certifications is highly desirable.

Educational Background: Associates’ Degree in Civil Engineering, Civil Engineering Technology, Construction Management, or a related field. Additional technical certifications or training relevant to construction inspection and management.

Technical Competencies: Proficiency in construction management software such as MS Project, or similar tools. Knowledge and understanding of installation procedures for architectural stone, masonry, concrete, asphalt, drainage, and related construction divisions. Strong understanding of geotechnical, environmental, and HAZMAT protocols. Competency in reviewing and interpreting construction drawings, specifications, and contracts.

Project Management Skills: Experience in coordinating and conducting job site meetings, preparing independent cost estimates, and reviewing construction schedules and RFIs. Proven ability to monitor contractor compliance with project specifications, safety regulations, and environmental protection requirements. Experience in daily inspection reporting, including photo documentation, and maintaining detailed project records.

Regulatory Knowledge: In-depth knowledge of relevant federal, state, and local construction regulations and standards applicable to national cemetery projects. Familiarity with VA and NCA requirements and standards is highly desirable.

Professional Attributes: Strong communication and collaboration skills, with the ability to work effectively with project managers, contractors, and other stakeholders. Detail-oriented with a strong focus on quality assurance and safety. Ability to manage multiple inspection tasks simultaneously while ensuring thorough and accurate compliance with all project requirements.
