SUBJECT: Request for Information (RFI) for non-personal services to support the Solutions for Intelligence Analysis 4 (SIA 4) Indefinite Delivery Indefinite Quantity (IDIQ) 1. INTRODUCTION It is the Virginia Contracting Activity’s (VaCA’s) policy to foster productive exchanges of information between the Government and vendors before issuing requests for proposals (RFPs). This is a Request for Information (RFI) only. This is not a solicitation or RFP.

The Government will not award any contracts based solely on this RFI, nor will the Government pay for any costs incurred in responding to this announcement. No RFP currently exists; therefore, please do not request a copy of the RFP. Due to the intelligence nature of the anticipated requirements, the Solutions for Intelligence Analysis 4 (SIA 4) procurement will be classified.

Following the conclusion of this RFI, anticipate all future SIA 4 procurement actions will be released through the National Reconnaissance Office (NRO) Acquisition Resource Center (ARC). The Government anticipates that all vendor proposals will be classified. Vendors desiring to participate in this procurement should prepare now to ensure they have the required access and ability to respond.

As part of its market research, VaCA is issuing this RFI to determine if an adequate number of qualified interested vendors exists with the requisite experience and skill sets required to provide intelligence analysis and analytics supporting professional services.

Given the complexity and technical nature of Defense Intelligence Enterprise (DIE) requirements, high levels of analytical intelligence expertise, tradecraft, and mission area knowledge are essential to providing the most accurate and highest quality intelligence support possible. In addition to identifying potential sources, vendor input is sought to clarify commercial industry terminology and approach.

Responses to this RFI will be assessed for the purpose of market research, information and planning purposes only. As such, industry responses will not be treated as proposals. The Government further reserves the right to terminate this request and change its requirements if needed. Responding to this RFI does not guarantee participation in future Government activities. Responses to this RFI are not considered offers and cannot be accepted by the Government to form binding contracts.

Response to this RFI is not mandatory for participation in the SIA 4 solicitation. Vendors should be advised that all submissions become Government property. Responses to this RFI will not be returned. 2. PURPOSE This document serves as the RFI of the VaCA vendor community pursuant to RFO 15.101 “Early exchanges with industry.” VaCA is conducting preliminary planning and market research to enable design and release of an SIA 4 RFP.

VaCA is issuing this RFI to open the announcement and early participation to the full market so that all high-potential sources of support can be identified across industry. The goal is to identify the portion of the market that can provide the best competition for the SIA 4 follow-on contract, including both established providers and new entrants with relevant capabilities.

As this will be a classified procurement, it is the responsibility of the interested parties to monitor the NRO ARC for updates and to prepare now to ensure they have the access and ability to respond through secure channels subsequent to this RFI. Responses to this RFI will be assessed to identify sources that are considered best qualified to meet future requirements.

Best qualified sources are those sources which demonstrate the greatest depth and breadth of skills, experiences, and knowledge relevant to the mission, goals, and objectives of the VaCA. 3. BACKGROUND As a follow-on to the current SIA 4 contract vehicle, SIA 4 is planned to be a non-personal services contract for intelligence analytics support to the VaCA and the DIE. Services are anticipated both in CONUS and OCONUS.

In some cases, OCONUS services will subject personnel to harsh and hostile conditions in environments designated by the U.S. Government as Imminent Danger and / or Hostile Fire Zones. 4. ANTICIPATED SCOPE OF WORK Once solicitated, the Government intends to award prime contracts to multiple companies, including small businesses. It is the policy of the Government to provide maximum practicable opportunities in its procurements to small and disadvantaged businesses.

To support future small business requirements, all prime contract awardees MUST include as part of their team at time of proposal submission small businesses representing the four primary set-aside categories – small disadvantaged business (SDB) (including 8(a)-certified SDB), woman owned small business (WOSB), service-disabled veteran owned small business (SDVOSB), and historically under-utilized business zone (HUBZONE).

The planned period of performance (PoP) for the anticipated multiple award IDIQ contracts will be a five (5) year base ordering period with one optional five (5) year ordering period. Executed task orders (TOs) may have up to a one (1) year base period and up to four (4) option periods (no option period will exceed one (1) year in duration). The future SIA 4 vehicle is anticipated to include a Small Business On-Ramp and Small Business / Other than Small Business Off-Ramp provisions.

To be considered for award under the anticipated multiple award IDIQ contracts, potential offerors will need to possess and maintain an active Top Secret (TS) level Facility Clearance (FCL) and be able to support work at the Top Secret // Sensitive Compartmented Information (TS//SCI) level.

The anticipated multiple award IDIQ contracts will require all supporting contractor personnel to be U.S. citizens who possess and maintain an active TS clearance with SCI access and successful screening by counter-intelligence polygraph. Failure to meet these requirements by the time of the proposal submission will make the offeror ineligible for award.

The North American Industry Classification System (NAICS) code for this contract is planned to be 541990: All Other Professional, Scientific, and Technical Services. Offerors submitting as a prime contractor must be registered in the System for Award Management (SAM) with NAICS code 541990 designated at time of proposal submission. Failure to register through SAM and designate this NAICS code by the time of proposal submission will make the offeror ineligible for award. Additionally, the Product Service Code will be R423:

Support – Professional: Intelligence. 5. INFORMATION DESIRED Please address the following items in your response: A. Company name, mailing address, phone number, and email of designated primary and alternate points of contact. B. Company website address. C. Unique Entity Identifier (UEI) and Commercial and Government Entity (CAGE) code. D. Level of company facility clearance and company storage authorization.

If your company has an active, approved Secure Compartmented Information Facility (SCIF), please provide the number of SCIFs, their location(s), and seating capacity. E. Business size and type (large business or small business including any applicable set-aside category (SDB, WOSB, SDVOSB, or HUBZONE) based upon NAICS code 541990 – All Other Professional, Scientific, and Technical Services. F. For the anticipated prime offeror, when was your company’s most recent DCAA audit?

If not previously audited, does your company hold SF-1408 certification of your accounting system? When was the SF-1408 issued, and when was it most recently recertified? G. What quality assurance standard / methods do you think are best for management and surveillance of services provided through this type of procurement? What quality management certifications does your company hold?

H. Are there general terms and conditions in Federal contracts that hamper your performance or creativity in bidding for an intelligence support services contract? If yes, briefly describe. I. What recommendations do you have for individual qualifications and skills requirements the Government should consider when designing the Labor Categories for the SIA 4 IDIQ?

J. The Government is considering design of the SIA 4 solicitation that will focus heavily upon the offeror’s proven past performance rather than generic technical statements. The concept currently being considered follows the model used for the SIA 3 Small Business On-Ramp (HHM402-26-R-0003) that required up to 25 past performance citations, spread across the IDIQ’s Mission Task Areas and dispersed between the prime offeror and the offeror’s team.

On-Ramp past performance citations were required to be not more than three years old, and a minimum of one year on contract was required to qualify. Additional weight was then applied to the dollar value of the contract. As the majority of Small Business On-Ramp offerors successfully cited all 25 requested past performances, for the SIA 3 solicitation, a requirement for as many as 30-35 past performance citations is being considered.

Please provide your feedback on the usage of this model for the SIA 4 solicitation. Is it too restrictive? If additional qualifying factors should be applied, what do you recommend? K. Are there any operating locations that your company would not support? L. Please address the following specific topics / questions as applicable to your team. L.1. Innovation and Technology Development Focus L1.1.

VaCA requests detailed recommendations on how the follow-on IDIQ and its TO structure can better encourage innovation and technology development without sacrificing mission delivery. Describe contract mechanisms, governance patterns, and delivery practices that have worked in comparable Government environments to accelerate capability upgrades.

VaCA is especially interested in practical approaches for rapid technology insertion, secure prototyping, and evaluation (for example, use of test environments, sandboxes, or pilot TOs within accreditation constraints, and scalable transition from pilot to production. L.1.2. Responders should address what the Government can do, within standard Federal contracting constructs, to reduce barriers to innovation.

Discuss what terms, conditions, or oversight patterns tend to inhibit experimentation, modernization, or tool adoption, and propose alternative approaches that still protect the Government’s interests. Where relevant, address data and interface considerations that support interoperability and avoid vendor lock-in, including recommendations for open architectures, modular delivery, documentation expectations, and sustainment pathways. L.1.3.

Responders are also invited to describe how they incorporate emerging analytic techniques, methodologies, tools, and environments into day-to-day production, and how they institutionalize analytic tradecraft while integrating new technology. Provide concrete examples of how innovation was operationalized in prior programs, including what the Government asked for, what the contractor delivered, how value was measured, and what constraints (security, data access, accreditation, governance) had to be managed. L.2.

Quality, Measurement, and Objective-Based Contracting (OBC) L.2.1. VaCA requests recommendations for OBC approaches suitable for intelligence analytic support. Describe how to define outcomes and acceptance criteria that are rigorous and auditable while still reflecting the realities on intelligence activities.

Explain what success indicators and failure indicators should be used, how they should be measured and assessed, and what data or artifacts should be collected to support surveillance and continuous improvement. Include views on quality assurance (QA) methods that work well for this type of procurement and how QA should interact with tradecraft standards, mission prioritization, and surge requirements. L2.2.

If responders used OBC or outcome-based performance structures in analytic or analytic-adjacent services, describe what worked, what did not, and what you would change if designing the contract from scratch. Include suggestions for performance incentives, including both monetary and non-monetary incentives, that effectively drive high-quality analytic outcomes and modernization behaviors rather than simply staffing levels. L.2.3.

VaCA requests specific information on your recent experience delivering intelligence analysis or similar analytic support under Fixed Price (FP) arrangements, including Firm Fixed Price (FFP) or other FP constructs. Describe which work elements were successfully executed on FP, what assumptions were necessary to make FP workable, what the Government did to define scope and acceptance in a measurable way, and what risks required active management by both parties. L.2.4.

If you believe intelligence analysis services can be acquired by FFP, describe how you would structure deliverables, objective measures, surge handling, and scope control to maintain mission responsiveness. If you believe certain analytic support elements are not suitable for FP, explain why and propose alternatives, including hybrid approaches within an IDIQ (for example, FP for well-defined products or recurring services, and other structures for inherently variable work).

VaCA is also interested in how OBC can be paired with FP TOs to align contractor incentives with mission outcomes and modernization. M. Provide a brief overview of any teaming agreements or arrangements you intend to utilize if selected for the SIA 4 IDIQ. N. If there are additional items not covered above that you believe the Government needs to consider in developing SIA 4, please provide that information.

6. ANTICIPATED PROCUREMENT MILESTONES Should the Government decide to award IDIQ contracts, individual TOs would be subject to the availability of funding during the fiscal year in which each requirement is competed, beginning in FY29. 7. SUBMITTAL INSTRUCTIONS A. The Government will not entertain or respond to telephonic inquiries. Any RFI amendments will be published through the SAM.gov website.
