NASA Johnson Space Center (JSC) has a requirement to acquire three (3) 120 VDC/28 VDC power supplies for use in the Television Camera Interface Controller (TVCIC) aboard the International Space Station (ISS). The power supplies must be specifically designed for the use and application with the TVCIC. The power supplies are required have the same form, fit, function, and electrical characteristics to meet the performance configuration for the TVCIC.
Additionally, NASA JSC has a requirement to repair a failed unit that was returned from ISS. NASA/JSC intends to purchase these items on a sole source basis from Century Electronics (CE). CE is the Original Equipment Manufacturer for the power supplies that are required for the TVCIC aboard the ISS. CE has proprietary rights to the original drawing package and build and test procedures required for the hardware build of the power supply.
The magnetics design, which is internal to the power supply, is considered to be intellectual property of Century Electronics. The Century design has been certified and has demonstrated performance on-orbit.
The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically to Kelsey J. Klinger at kelsey.j.klinger@nasa.gov and Kelly L. Rubio at kelly.l.rubio@nasa.gov no later than 4:00 PM Central Time on April 25, 2024. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
