NASA/Johnson Space Center (JSC) has a requirement for a revision to the existing design package for the Building 221 Replace Switchgears Project and to initiate a design for replacing and upgrading the Switchgears Tie-Bus. NASA/JSC intends to issue a sole source contract to acquire the services from the Architecture/Engineering (A/E) Firm of Burns & McDonnell (B&McD). Some of the B221 Switchgear Project design was covered under the B221 Replace Ring Bus Project, which was design by a different A/E firm.

Specifically, some of the AC panels, DC panels and manual DC transfer switches called out in the Switchgears design were replaced in B221A, B221B and B221F by the Ring Bus Project. Additionally, the function of the direct transfer trip for the Central Heating & Cooling Plant (CHP) generators was incorporated into the SEL-421 transmission line relays logic by the Ring Bus Project.

The Ring Bus Project used the legacy Programmable Logic Controller (PLC) for some of the control parameters and data transmitted to the CHP and Electric Reliability Council of Texas (ERCOT); therefore, the Supervisory Control & Data Acquisition (SCADA) design for the Switchgear Project needs to be revisited and redesigned as required.

In addition, since the completion of the Switchgear Project design, JSC’s electrical provider, CenterPoint (CNP) requires all substations to adhere to their 4000 Amp and current area wind load requirements. This will require JSC to replace and upgrade the Switchgear Tie-Bus and related structures. Unfortunately, B&McD were not selected for the Southeast Regional Architect and Engineering (SERAE) contract.

But their knowledge, experience and ability to expeditiously make the Switchgear Project design whole warrants their services.

Under the authority of 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Contract Specialist Reginald Hayes at reginald.t.hayes@nasa.gov and Contracting Officer Lara Procknow at lara.n.procknow@nasa.gov not later than May 17, 2024, at 1:00 p.m. Central Time.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
