Request for Proposal (RFP) for Operations of Wallops Child Development Center located at NASA Goddard Space Flight Center’s Wallops Flight Facility

This notice is being issued as a Request for Proposal (RFP) under solicitation 80HQTR24HWCDC for NASA Operations of Wallops Child Development Center (WCDC) located at NASA Goddard Space Flight Center’s (GSFC) Wallops Flight Facility (WFF). The purpose of this agreement is to acquire childcare and related services for the Wallops Flight Facility (WFF) Wallops Exchange and Morale Association (WEMA).

The contractor shall provide childcare services primarily to the NASA WFF workforce, which includes active (non-retired) and badged NASA civil servants and support contractors. Based on availability; childcare services can be provided for tenant partners, including the United States Navy Surface Combat Systems Center (SCSC), the National Oceanic and Atmospheric Administration (NOAA), Rocket Lab, and Virginia Space. In accordance with the National Aeronautics and Space Act, 51 U.S.C.

20113(c)(5), and NASA policy, WEMA will conduct this procurement activity.Though not subject to the procurement statutes and regulations that ordinarily apply to NASA, Exchanges compete and negotiate concession contracts generally in accordance with the Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS) and will conform to NASA’s practices for conducting procurements when practicable. WEMA operates with funds generated from sales to customers rather than with funds appropriated by Congress.

As such, the revenues generated under this Agreement are crucial for supporting the morale and welfare of the WFF employee population. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
