National Aeronautics and Space Administration (NASA)/ Goddard Space Flight Center (GSFC) plans to award the Washington Metropolitan Area Transit Authority a sole-source Blanket Purchase Agreement to provide Smart Benefits through the Smart Benefits Transit Benefit Program. This procurement is for NASA/ GSFC’s participation in the Transit Subsidy Program authorized by P.L. 191-509, Section 629 of the Treasury, Postal Service and General Government Appropriations Act, 1991 (P.L.101-509, 104 Stat.

1389, 1478), which allows Executive Departments and Independent agencies to participate in any program established by a state or local government that encourages employees to use public transportation. All responsible sources may submit their capabilities and qualifications to perform the effort in writing to the identified point of the contract. The capability statement should include, but is not limited to, the company name, address, phone number, point of contact, and any relevant qualifications.

No solicitation exists, therefore do not request one. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m., Eastern Standard Time, on December 11, 2024. Such capabilities/qualifications will be evaluated solely to determine whether to conduct this procurement on a competitive basis.

A determination by the Government not to complete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which the agency shall consider. NASA FAR Supplement Clause 1852.215.84, Ombudsman, if applicable.
