Final Request for Proposal for NASA Suborbital/Hosted Orbital Flight and Payload Integration Services 4 (FO IDIQ 4)

This solicitation, as revised, shall remain open during the life of the awarded contracts. At any time, the Government may award additional contracts under this solicitation. Each anniversary date during the life of this contract or at any other time established via synopsis, the Government may issue a request for and accept proposals from new flight service providers.

Solicitation is amended to post additional Questions and Answers as attachment QuestionsFromIndustry_24Oct2023.pdf and replace the PWS with Attachment 1_PWS_19Oct2023.pdf.

Solicitation is amended to provide the presentation slides (IDIQ4 Briefing_12Oct2023.pdf) and attendees list (Industry Day Attendees list_12Oct2023.pdf) from the Industry Day event on 12 October 2023. The Government intends to hold a virtual Industry Day, scheduled for October 12, 2023. To be added to the list of attendees, email Contract Specialists Renz Urlanda (renzmarion.v.urlanda@nasa.gov) and Melissa Newell (melissa.newell@nasa.gov). Final questions shall be submitted by October 16, 2023 at 12:00 PT.

The Government will provide answers to the submitted questions by October 25, 2023. The revised proposal due date is November 1, 2023 at 12:00 PT. In the event of a Government shutdown continuing beyond October 9, 2023, dates listed above may be impacted or suspended. Please continue to monitor SAM.gov for any further updates to this solicitation. The Government appreciates industry’s feedback on the solicitation process.

The RFP due date will be extended while we work to provide additional details on the industry questions received. Resubmission of proposals will be accepted at any time prior to the new RFP due date. The revised proposal shall contain all information and documents as required by the solicitation and shall constitute a full replacement of any previously received proposals in its entirety. The new RFP due date will be no earlier than October 6, 2023 to ensure sufficient time for any offerors wishing to make updates.

The principal purpose of the Suborbital/Hosted Orbital Flight and Payload Integration Services IDIQ 4 is to provide space on commercial flights for technology payloads (“by the slot”) along with the associated payload integration services for the Flight Opportunities Program and Small Spacecraft Technology (SST) programs. The objective is to fly these payloads aboard platforms that provide high altitude, reduced gravity, or other relevant environments required to test the technologies and advance their readiness.

In addition to the payloads, the contractor may provide space for Government Suborbital Research Specialists (“by the seat”) to fly as researchers aboard those platforms capable of supporting human flight. The flights and other services solicited are for use by NASA and other Government Agencies (OGAs). NASA will conduct this acquisition as a full and open competition. NASA Clause 1852.215-84, Ombudsman, is applicable.
