NOTICE OF INTENT TO SOLE SOURCE FOR JRE LAPTOPS Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) has a requirement to procure twelve Joint Range Extension (JRE) laptops to support Strike Group Air and Missile Defense Commanders. NAVSUP intends to award purchase order on a sole source basis to SAIC in accordance with FAR 13.106-1(b)(1). SAIC has been found to be the only company capable of providing the required Joint Range Extension (JRE) Laptops.
Each system will be issued by Naval ships that are deploying to Commander, Seventh Fleet and will be Air Defense Units. Each JRE Laptop will come with one year of help desk support. The mission of the Air and Missile Defense Commander's (AMDC) and Primary Alternates is to conduct sustained combat operations independently and as the Integrated Air and Missile Defense Commander for Carrier Strike Group One.
Joint Range Extension (JRE) Gateway supports the AMDC's mission by providing a combat proven Tactical Data Link (TDL) router that provides clear, real-time battlespace visualization in support of U.S. and Coalition forces across the globe. JRE answers the call, delivering visual, text, and digital commands over multiple Line-of-Sight (LOS) and Beyond-Line-of-Sight (BLOS) networks with very low latency.
JRE is highly platform-independent, and it can function as a software-only gateway solution or run on a selection of provided imaged hardware platforms that are cybersecurity tested and approved. JRE is needed to improve capabilities to complete tasking as Air Missile Defense Commander near-term deploying Strike Groups units. Telephone responses will not be accepted. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind.
Any interested party that believes they should be considered capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. Please provide responses to this notice no later than 10:00am (pst) on 16 January 2026 to Jose G. Juarez at jose.g.juarez.civ@us.navy.mil.
