Description of Requirement
The National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA), SensMET, requires an integrated fiber photometry and fluorescence lifetime photometry system to support ongoing and planned intramural research experiments. The requirement will support neuroscience research experiments that require time-resolved, two-color photometry recordings, optogenetic stimulation capability, calibrated optical power measurement, synchronized behavioral video acquisition, and compatible data analysis software.
The National Institutes of Health, National Institute on Alcohol Abuse and Alcoholism (NIAAA), intends to award a contract to Government Scientific Source, Inc. on a sole-source basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the acquisition of a Doric Lenses FluoPulse Fiber Photometry / Fluorescence Lifetime Photometry System.
Doric Lenses FluoPulse Fiber Photometry / Fluorescence Lifetime Photometry System and Accessories Pursuant to FAR 6.302-1, the Government intends to solicit and award a Purchase Order on a sole-source basis because the Government's minimum technical requirements will be satisfied by Government Scientific Source, Inc.
Accordingly, the Government intends to award a sole-source contract to Government Scientific Source, Inc. pursuant to FAR 6.302-1.
The requiring activity needs an integrated fluorescence lifetime photometry/fiber photometry platform for intramural neuroscience research experiments requiring two-color photometry recording, optogenetic stimulation capability, calibrated optical power measurement, synchronized behavior video acquisition, and compatible data analysis software. The requested Doric FluoPulse configuration includes a FluoPulse console; a seven-port fluorescence lifetime photometry recording mini cube with two integrated photodetectors, two integrated laser diode/excitation channels, an external 560 nm laser port, 500-540 nm and 580-600 nm detection paths, and 638 nm opto capability; a compatible fiberoptic rotary joint and low-autofluorescence fiber interfaces; a 638 nm, 80 mW laser diode fiber light source; a power meter package; a USB 3.0 behavior camera; a
calibration sample; a Doric-configured high-performance workstation; and one-year danse data analysis software license.
These components are requested as an integrated system because the optical hardware, fiber interfaces, calibration components, workstation, camera, and software must operate together as a validated experimental workflow. A substitute or piecemeal system would require redesign and revalidation of the optical path, fiber connections, calibration procedure, acquisition settings, and data analysis workflow, creating technical risk and potentially delaying or interrupting intramural research experiments. The requested supply/service therefore meets the Government's need for a complete, compatible, manufacturer-supported FluoPulse system configured for two-color + opto single-site experiments.
Government Scientific Source Inc. is the quoted distributor/source for the Doric FluoPulse console, fluorescence lifetime photometry mini cube, Doric-compatible fiberoptic accessories, FluoPulse calibration sample, Doric-configured workstation, and danse data analysis software license. Government Scientific Source Inc. is positioned to provide the complete integrated package under one order, including manufacturer-compatible hardware, software, accessories, calibration components, shipping/handling, and DDP customs clearance.
Because compatibility among the console, mini cube, fiberoptic components, laser/light source, power meter, camera, workstation, calibration sample, and analysis software is essential to successful experimental performance, a third-party or mixed-source solution would not provide the same manufacturer-supported configuration and would introduce unacceptable risk to system compatibility, setup, calibration, and technical support. Accordingly, the proposed contractor is capable of providing the requested integrated supply/service as quoted.
This notice is not a request for competitive quotations. However, interested parties that believe they can meet the Government's requirements may submit a capability statement demonstrating their ability to provide the required supplies and meet all specified technical and operational requirements.
The Government will consider all timely capability statements received and determine whether the acquisition should proceed as a sole-source procurement or be competed.
The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source is capable of meeting the requirement.
Capability statements shall be submitted electronically to davisroshonna@mail.nih.gov no later than 9:00 a.m. EDT on September 25, 2026.
