This is a Request for Information (RFI) and is for information and planning purposes only. This notice shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this RFI is to identify qualified business concerns, especially small businesses, that are interested in and capable of performing the work described herein.

The NCI does not intend to award a contract based on responses received nor otherwise pay for the preparation of any information submitted. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set aside is possible. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.

NCI does not anticipate issuing any solicitation in Fiscal Year 2024. However, should such a requirement materialize, no basis for claims against NCI shall arise because of a response to this RFI or the NCI’s use of such information furnished in response to this notice.

RESPONSE INSTRUCTIONS: Responses to this notice shall be submitted via email to the Contract Specialist, Renee Jones-Chuang, at renee.jones-chuang@nih.gov no later than the date specified in this notice. All information furnished must be in writing. In order to facilitate review and consideration of the information provided, NCI requests that vendors do not provide proprietary or sensitive information in their responses. Please reference the notice number 75N91024Q00115 on all correspondence.

Requested Information: NCI seeks information on commercially-available Computer-Aided Facility Mangament (CAFM) and Integrated Workplace Management Systems (IWMS). The NCI currently utilizes Planon software to manage its facilities and is seeking information regarding: Authorized resellers of Planon products, especially small business resellers; or, Alternative commercially-available CAFM and/or IWMS systems that may meet the needs of the NCI.

The NCI intends to utilize information provided to inform the development of its acquisition strategy for any future acquisition efforts related to this requirement. To facilitate this effort, interested parties are asked to provide the following information in their response: Company Name Point of Contact (POC) (including telephone and email address) Company’s System for Award Management Unique Entity Identifier (UEI) Socio-economic status (8(a), SDVOSB, VOSB, Woman-Owned, Other… etc.).

Information on any currently held government contracts, including contracts on GSA FSS/MAS; NITAAC CIO; or NASA SEWP Product/service information such as brochures, manuals, etc. Applicable, non-binding pricing information. For alternative products, information regarding implementation - especially implementation timelines, transferring data to new systems, and any information regarding past transitions from a different product to the proposed alternative solution.

Questions regarding the requirement, and information that would be necessary for your organization to submit a response to a solicitation, if posted. Please note that the NCI is currently conducting market research, no solicitation is available, and the NCI will provide answers to questions at the CO's sole discretion. However, questions may be used to develop and draft any requirements or solicitation documents.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s capability.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Information provided by small businesses will be given precedence over other than small business respondents in order to determine whether the requirement can be conducted as a small business set aside. After a review of the responses received, a synopsis and solicitation may be published. However, responses to this notice will not be considered an adequate response to a solicitation(s).
