ISBEE Set-Aside – 24/7 Telebehavioral Health Emergency Department Support Services Solicitation No. 75H70627R00006 This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12, as supplemented by the attached solicitation documents. This announcement and its attachments constitute the solicitation. Proposals are requested, and a separate written solicitation will not be issued.
Solicitation No. 75H70627R00006 is issued as a Request for Proposals (RFP) for 24/7 Telebehavioral Health Emergency Department Support Services. The Great Plains Area Indian Health Service (IHS) seeks a contractor to provide non-personal, synchronous audio-video telebehavioral health services 24 hours per day, seven days per week, including weekends and federal holidays. Initial supported Emergency Departments are Pine Ridge, Rosebud, and Eagle Butte in South Dakota, and Fort Yates and Belcourt in North Dakota.
Services include crisis behavioral health assessment, suicide-risk evaluation, safety planning, crisis intervention, placement assistance, interpreter-access coordination, and medication-stabilization consultation by qualified prescribing providers when clinically indicated.
The contractor shall furnish qualified licensed personnel, staffing management, backup and surge coverage, credentialing support, and other contractor-furnished resources necessary to perform the Performance Work Statement (PWS) and applicable task orders. This acquisition is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs). The assigned NAICS code is 621112, Offices of Physicians, Mental Health Specialists, with a small business size standard of $13.5 million.
Offerors shall satisfy the eligibility and representation requirements in the solicitation and submit the completed IHS Indian Economic Enterprise Representation form with their proposals. The anticipated award is a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with one 12-month base ordering period and four 12-month option ordering periods.
The anticipated start date for services is August 1, 2027. The anticipated base period is August 1, 2027, through July 31, 2028, with an ordering period extending through July 31, 2032, if all options are exercised. Services will be authorized and funded through written task orders identifying covered facilities, performance periods, and applicable requirements. The contract minimum guarantee is $25,000, and the maximum ordering ceiling is $2,600,000.
The ceiling does not represent guaranteed expenditures or orders beyond the contract minimum. Section F of the attached solicitation identifies the CLINs, service descriptions, quantities, units of measure, and performance periods. Offerors shall complete that price schedule with firm-fixed monthly pricing by facility for the base period and each option period. The total evaluated price will include the base period and all four option periods.
Award will be made to the responsible offeror whose proposal conforms to the solicitation and represents the best value to the Government. Evaluation factors are Technical Capability, Past Performance, Management Approach, and Price. When combined, the non-price factors are significantly more important than price. The Government intends to award without discussions but reserves the right to conduct discussions as provided in the solicitation.
Questions must be received no later than 12:00 p.m. (noon) Central Standard Time (CST) on November 18, 2026. Proposals must be received no later than 12:00 p.m. (noon) CST on December 2, 2026.
