Lawton Modular Building Site

** See amendment 1, effective 5/31/2024 ** See attached SOLICITATION NOTICE for solicitation number 75H70124R00030 for a construction project for the Indian Health Service (IHS). The purpose of this project will place a 6-inch concrete footing and slab in preparation for the installation of a 9,600 sq. ft. single story Modular Office Building for the Lawton Indian Hospital in Lawton, OK.

Work shall include all earthwork, site preparation, exterior improvements, utilities, and be completed in accordance with approved plans. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. Please review all attachments to this notice for details.

SCOPE OF WORK: See Section C of the attached solicitation for details.

LOCATION OF PROJECT: Lawton Indian Hospital - 1515 NE Lawrie Tatum Rd, Lawton, OK 73507 TERO: TERO fees apply. See solicitation section H.35 CONSTRUCTION DURATION: Period of Performance is 60 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $250,000.00 and $500,000.00 SITE VISIT: A site visit is scheduled for 10:00am Central Time on May 14, 2024. See solicitation section L, reference FAR 52.236-27.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quote (RFQ) in accordance with FAR Part 13 and 36 procedures.

QUOTE REQUIREMENTS: See Sections L&M of the solicitation.

QUOTE DUE DATE: The offeror’s quotation shall be submitted electronically no later than the due date and time indicated in block 13 of the SF 1442, unless changed by amendment.

EVALUATION: In accordance with FAR 15.101-2, the evaluation for this award will be based on the conformance with the solicitation requirements. See Sections L&M of the solicitation for specific requirements. Prices proposed must reflect the offeror’s understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. Price is the discriminating factor for award among eligible offers. The total firm fixed price listed in block 17 of the SF1442 shall be utilized for the overall price evaluation and to determine the lowest priced offer. The Government reserves the right to not award a contract based on limitation(s) of available budget.
