Amendment 0001 – Solicitation 75F40126R00020 The Food and Drug Administration (FDA) issues Amendment 0001 to Solicitation 75F40126R00020, Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST). Offerors are advised to review Amendment 0001 (SF-30) and all revised solicitation documents posted with this notice. The amendment includes Government responses to questions received, and revisions to the solicitation and associated attachments.
The amendment package includes revised versions of the solicitation, Performance Work Statements, applicable attachments, and both clean and redline versions of revised documents to assist offerors in identifying changes. Offerors are responsible for reviewing the complete amendment package, incorporating all applicable changes into their proposals, and acknowledging receipt of the amendment in accordance with the solicitation instructions. Proposal due date remains UNCHANGED.
The U.S. Food and Drug Administration (FDA) is issuing Request for Proposal (RFP) No. 75F40126R00020 for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services.
The Government intends to award a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide enterprise-wide Occupational Safety, Policy, Laboratory Quality, Industrial Hygiene, Information Systems, Training, and related support services across FDA headquarters and nationwide laboratory and field facilities.
The IDIQ Performance Work Statement encompasses the following task areas: Program and Order Management Transition Services Occupational Safety, Policy, and Laboratory Quality Support Primary Barrier Equipment Maintenance and Certification Industrial Hygiene Support Services Information and Data Systems Support Training Development and Management The ordering period for the resulting IDIQ contract will be five (5) years from the date of award. Contract Type The Government intends to award one (1) IDIQ contract.
Individual task orders may be issued as: Firm-Fixed-Price (FFP) Time-and-Materials (T&M) Labor-Hour (LH) Hybrid arrangements combining multiple pricing methodologies Contract Ceiling The maximum value of the IDIQ contract is:
$14,500,000, inclusive of all ordering periods and task orders. The guaranteed minimum amount under the IDIQ is satisfied through award of the initial task order. Initial Task Order Task Order 1 will be awarded concurrently with the IDIQ award as a firm fixed price base + options. The scope consists of:
CBER BSL-3 Annual Re-Verification and Decontamination Services Requirements include, but are not limited to:
BSL-3 laboratory re-verification and certification support Primary barrier equipment certification validation HVAC airflow and pressure differential testing Vaporized Hydrogen Peroxide (VHP) decontamination services Biosafety compliance assessments Deficiency identification and corrective action analysis Preparation of verification reports and certification documentation. RFO FAR Part 12 RFO FAR Part 15 RFO FAR Part 16.5 This procurement is being competed on a full and open basis unless otherwise stated by amendment. Proposal Submission Offerors shall submit proposals electronically in accordance with Section L of the solicitation. Hard-copy proposals will not be accepted. The complete solicitation package, including all attachments and pricing workbook, is available through SAM.gov.
Offerors are responsible for monitoring SAM.gov for amendments, answers to questions, and other solicitation updates. Proposal Volumes Offerors shall submit: Volume 0 – Administrative Volume I – Technical Proposal Volume II – Price Proposal Volume III – Subcontracting Plan (if applicable) Evaluation Award will be made using a Best-Value Tradeoff process. Questions Questions regarding this solicitation must be submitted using Attachment R5, Questions and Answers Template, in accordance with the solicitation instructions no later than Tuesday, June 16, 2026. Responses to questions will be provided through solicitation amendments or SAM.gov updates as appropriate. SAM Registration Offerors must be registered in the System for Award Management (SAM) at https://sam.gov prior to award and must maintain active registration throughout contract performance.
