Notice of Intent to Sole Source - Guam Office support

The Centers for Disease Control and Prevention intends to award a sole source contract to Pacific Island Officers Association (PHIOA) for office space which includes, communication equipment, office supplies, IT support, administrative support, and cleaning services. The Pacific Island Health Officers Association (PIHOA) has a history of providing office space to CDC staff in Guam.

Through a previous Inter-Agency Agreement with the National Institutes of health, PIHOA had provided office space and administrative support to CDC field assigned staff in Guam. As a result, they have proven experience supporting CDC field assigned staff, the infrastructure, space and understanding of the support that is needed for CDC Guam-based staff.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and 10 U.S.C. 2304(c) (1). There are no other organizations that can simultaneously provide workspace, administrative support and an understanding of the work done with the US Pacific Island awardees.

Capitalizing on this well-equipped office space, CDC can address longstanding challenges and strengthen the agency’s ability to deliver on its core mission. This notice of intent is not a request for competitive quotations; however, all quotations / responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
