Leadership and Talent Development Initiative

The Administration for Strategic Preparedness and Response (ASPR) intends to award a sole source procurement for commercial services to Green Apple Holdings, LLC in accordance with FAR 13.106- 1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT). This requirement is to services to administer Right Path 4/6 behavior assessment, develop a training session and create a leadership development plan for each participant.

This order will be a logical follow-on to previous purchases to provide SNS continued trademarked talent development services. Due to proprietary data and SNS adoption of these methodologies a full and open procurement procedures would result in unacceptable delays and unnecessary expense. RightPath is the only contractor capable of providing the highly customized services that are required. This notice of intent to award a sole source contract is not a request for competitive proposals.

There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by notice closing date/time, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract.
