The intent of this information technology and audio visual (IT/AV) refresh is to upgrade current systems and components with new/upgraded system/components in three distinct spaces in addition to any necessary cabling and connections between these spaces and within the FEMA Operations Center (FOC) and Continuity of Operations (COOP) facility.

This contract will be sole sourced to Diaconia LLC. Diaconia and Bridges SI (prime and subcontractor team) are uniquely positioned to perform this refresh because they originally engineered, installed, documented, and has continuously sustained the affected systems since 2010. The government already owns the required deliverables, including source code and record drawings, but Diaconia and Bridges SI’s value lies in its live operational knowledge, cleared and badged workforce, proprietary system expertise, and proven ability to maintain the security posture of the accredited environment.

The Diaconia and Bridges SI team provide a single accountable partner for design, installation, sustainment, firmware remediation, supply chain risk management, and accreditation support. A transition to another contractor would require significant discovery, documentation recreation, code replacement, revalidation, personnel processing, and added downtime. It would also create accountability gaps between installation and sustainment, complicating warranties, troubleshooting, and mission support.

Due to the secure spaces in which the renovation will be performed, contractors would have to visit the site to accurately propose to the installation scope. This could cause undue security risks. Limiting this requirement to a team that is familiar with the secure spaces, ensures the requirement will be proposed accurately and security concerns are mitigated.

This requirement is for a secure, mission-critical renovation in sensitive operational spaces where contractor familiarity, cleared access, and system knowledge materially affect cost, schedule, security, and mission readiness. Additionally, all Contractor personnel must possess a valid TS/SCI Clearance, and installer’s warranty shall include 1 year of support with a requirement to provide on-site support within 12 hours for all warrantied equipment.
