USAID anticipates awarding a single Hybrid - Cost-Plus Fixed Fee (CPFF) Completion - Indefinite Delivery and Indefinite Quantity (IDIQ) Contract (which enables supplemental technical assistance to be available to respond to changing circumstances within the performance work statement and other terms and conditions of the contract).

The Total Estimated Cost Plus Fixed Fee for services under this contract (CLIN 001 & CLIN 002) is estimated to fall within the range of $21.8 million and $24.8 million for a period of performance of five (5) years, subject to availability of funds.

The USAID Guinea Integrated Governance Activity (GIGA) seeks to strengthen the social contract between citizens and their local government structures through transparency and accountability relationships in the delivery of critical public goods and services to local communities.

This goal will be reached through effectively addressing corruption and capacity deficits in governance structures that make local governments less responsive to their citizens' needs, and engaging civil society, media and the general public to demand public services and hold their local officials accountable. The two major objectives of GIGA are:

More effective and efficient local governments deliver quality public services in a more inclusive, equitable, and transparent way, and are accountable to the citizens; and Capable and organized local civil society organizations (CSO) and a better-informed citizenry engage in local development, demand quality services, and play a third-party monitoring and a watchdog role on local governments’ effectiveness, transparency, and financial accountability in fulfilling their mandates.
