The Senior Public Private Partnership (PPP) Advisor will work as a senior strategist/advisor and program manager within a high-priority, high-visibility USG foreign assistance program requiring expert levels of knowledge, maturity, and the ability to function independently and exercise senior levels of judgment in a complex, highly-demanding, frequently-changing programmatic and administrative environment.
S/he must be able to effectively utilize analytical, negotiation, and administrative skills to achieve USG goals, including influencing national policies and health strategies. S/he must be able to represent the USG at the highest level of government and the donor community while providing expert-level technical leadership and policy interpretation. S/he will direct strategic planning processes within the USG and provide expert counsel to the Government of Tanzania.
The incumbent will identify, design, negotiate, direct, and execute partnerships and implement activities related to PPP, expand and strengthen and market based approaches to health, that maximize private sector resources, expertise and networks. The Senior PPP will engage with other USAID offices and USG agencies to promote and manage PPPs in Tanzania, including staff from CDC, Department of State, Department of Defense, Peace Corps, Department of Commerce.
S/he will sit within the Health Systems Strengthening team of the Health Office and represent the Health Office in the Mission private sector engagement group. The Senior PPPs Advisor will also take a lead role in working with Tanzanian institutions (e.g. Ministry of Health (MoH))]and the Association of Tanzania Employers), the private sector, and the donor community to mobilize private sector resources to support various activities throughout the health sector.
The incumbent will represent USAID on the newly-expanded National PPP Coordinative Committee in Health, which includes membership of the MoH, Ministry of Finance(MoF), President’s Office for Regional Administration & Local Government (PO-RALG), Association of Private Health Facilities in Tanzania (APHFTA), Christian Social Services Commission (CSSC) and the National Muslim Council of Tanzania (Bakwata).
S/he will promote greater engagement with the Private Sector, including Tanzania Private Sector Foundation, Tanzania Pharmaceutical Manufacturers Association, Medical Association of Tanzania, Canadian International Development Agency (CIDA), and financial and telecom representatives.
The incumbent will also represent USAID on the MoH PPPs Technical Working Group, and on the Tripartite Forum Plus on HIV/AIDS and the Workplace (membership includes Government of Tanzania entities, labor, the private sector, and International Labor Organization, GIZ, and USAID as a new member).
