Notice of Intent to Modify Contract No. 72044019C00003 - USAID Learns

The United States Agency for International Development in Vietnam (USAID/Vietnam) hereby provides notice of its intent to modify Contract Number 72044019C00003 with Social Impact, Inc. to increase the Level of Effort (LOE) of the cost-plus fixed fee term type contract by approximately 3%, from the current LOE of 34,764 days. This notice also includes an extension of the activity’s Period of Performance by four (04) months while the Total Estimated Cost remains unchanged.

The statutory authority permitting this contract modification without providing full and open competition is AIDAR 706.302-70(b)(5), which provides an exception to full and open competition “for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays.” Under this proposed modification, the Contractor will continue the provision of support to USAID/Vietnam to:

(1) Strengthen USAID/Vietnam, implementing partners, and local entities’ (Government of Vietnam [GVN], local organizations) institutional capacity, particularly in monitoring, evaluation, learning, collaboration and adaptive management, to achieve expected results;

(2) Deepen use of monitoring, evaluation, and other types of data to support learning and improve performance at all levels; and (3) Improve coordination, collaboration and learning between USAID/Vietnam staff, GVN, our implementing partners, and key stakeholders. This is not a formal solicitation, and this synopsis is not considered a Request for Proposals. No solicitation document is available. This Notice does not constitute an award commitment on the part of the Government.
