Notice for Modification to an Existing Contract (persuant to FAR 5.201(b)(1)(ii))

Ref: (a) Solicitation number of the Contract - Request for Proposals No.:72038820R00003 for an activity titled, USAID/Bangladesh “Feed the Future Bangladesh Horticulture, Fruits, and Non-food Crops Activity” (b) Resulting Contract No.: 72038820C00002 with Chemonics International The United States Agency for International Development (USAID) Bangladesh intends to modify the referenced contract with Chemonics by: (a) extending its current end date from July 14, 2025, to January 31, 2028; and (b) increasing the Total Estimated Amount by $13 million, from $17,766,983 to $30,766,983.

The purpose of this extension is to support the Government of Bangladesh’s food security objective by increasing the horticulture sector’s capacity to increase productivity and production of quality horticulture, fruits, and non-food crops by strengthening value chains, linking Bangladeshi smallholder farmers and other value chain actors with the aim of increasing the efficiency of the market system to meet market demands.

The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.

The Contractor for USAID’s Feed the Future (FTF) Bangladesh Horticulture, Fruits, and Nonfood Crops Activity (July 2020 – July 2025) is on track towards reaching Life of Activity (LoA) indicator targets, with 174,021 individuals benefiting from the project through September 2023. However, to compensate for lost time in building private sector and farmer partnerships during the COVID-19 pandemic, the activity will focus on linking already-trained farmers with contract farming opportunities, demonstrating local economic benefits from expanding fruit and vegetable clusters, and allowing time for exponential production increases from planted trees.

The activity will be required to fulfill the program objectives of the original award. No solicitation package will be issued.. This notice of intent is not a request for competitive proposals.
