This procurement is being conducted using commercial item procedures pursuant to Federal Acquisition Regulation {FAR} Part 12 and FAR Part 13, specifically FAR 13.106-1{b}{1}, allowing the Contracting Officer {KO} to solicit from one source. STATEMENT OF WORK (SOW) FOR MOV Manifold Modifications WMSL cutters Motor operated valves (MOVs) installed on the fuel transfer manifold were intended to reduce crew workload through remote operation. Operational experience has shown these valves provide limited functionality, increased maintenance burden, and require frequent local manual operation, negating their intended benefit.

Objective: Replace existing MOVs on the WMSL fuel transfer manifold with manual valves to improve system reliability, reduce maintenance burden, and enhance operational flexibility during fueling evolutions.
