Refuse Collection and Disposal at U.S. Coast Guard Air Station Mobile, AL

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The solicitation number is 70Z08424QDL940020 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted).

This requirement is for Refuse and Recycling Collection and Disposal Services as required by the USCG Air Station Mobile, Alabama. (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination Number 2015-4605, revision 22, dated 05/08/2024 is applicable and is attached. (C) This acquisition is issued as a Service-Disabled Veteran-Owned Small Business Set-Aside.

The associated NAICS code is 562111 and the small business size standard is $47 million. (D) When submitting your quotation, please utilize Attachment 1, Bid Schedule, for a base year plus 4 on year options. (E)

Description/Statement of Work/Specification: Please refer to attachment 2 – Performance Work Statement (PWS) for all Refuse and Recycling Collection service requirements. (F) Date(s) and place(s) of delivery and acceptance: This service is for a base year of 01 August 2024 through 31 July 2025 and contains four one-year options that can take this service through 31 July 2029, if exercised by the Contracting Officer. The place of performance for this service is USCG Air Station Mobile, AL.

(G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition: Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required PWS as reference in paragraph E and as attached to this solicitation (Attachment 2). The offeror shall complete pricing for the specific services listed within the attached Bid Schedule (Attachment 1). Any offeror not conforming to the requirements herein shall be deemed ineligible for award. (H)

(I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer.
