NOTICE OF INTENT TO SOLE SOURCE_READ ISLAND

NOTICE OF INTENT TO SOLE SOURCE. The Department of Homeland Security (DHS), United States Coast Guard (USCG) Operational Logistics Command (LOGCOM) LOG-922 Contingency and Emergency Contracting Support Branch anticipates awarding a combined Time and Materials (T&M) and Firm Fixed-Price (FFP) contract on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Part 12 and 13 procedures. The intended source is Nortech, Inc, 5438 Shaune Dr. #B, Juneau, AK 99801. The requirement is for soil remediation work to be conducted on Read Island, AK. Work to include:

logistical coordination, mobilization, excavation of identified contaminated materials in uplands areas until all contaminated soils have been removed and loaded into supersacks which will be removed via barge transport, site mapping and collection of laboratory samples per the approved workplan, backfill of excavation area using locally available materials, demobilization of equipment, submission of soil samples. completion of corrective action final report.

The period of performance will be no longer than sixty (60) days from the issuance of awarded Purchase Order. This procurement is being conducted using commercial item/services procedures pursuant to Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13, specifically FAR 13.106-1(b)(1), allowing the Contracting Officer (KO) to solicit from one source. The North American Industry Classification System (NAICS) for this requirement is, 562910 – Remediation and Other Waste Management Services.

The Produce Service Code for this requirement is F108. This notice is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice.

Submissions will be reviewed to determine if they can meet the requirement. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that a Request for Quote will be issued to Nortech, Inc, and awarded within approximately ten (10) days after the date of the RFQ notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval, (J&A), for this requirement will be posted following the award of this requirement.
