Rationale of award: Solicitation Provision 52.212-2 stated that the Government will make an award to the quoter who provides the lowest priced technically acceptable quote. Pursuant to 52.212-2, quotations were evaluated in an efficient and minimally burdensome fashion: The lowest priced quote was evaluated on technical acceptability and if it was found to be acceptable, an award would have been made.

When it was found to be unacceptable, the next lowest price was evaluated. This process continued until a technically acceptable offer was identified. G5 Enterprises submitted the lowest priced technically acceptable quote. They were the lowest priced quoter who provided all of the required preaward submittals listed in 10.b. of the SOW, which were necessary to determine technical acceptability.
