This solicitation for the Mobile Marine Travel Lift is being amended to rspond to the following inquiries:

1. We would like to request that FAR Clause 52.232-30, Installment Payments for Commercial Products and Commercial Services (found on page 21 of the solicitation, line 58), be applied. As a small business, FAR Clause 52.232-30 has been an important component to contracts of similar scope and period of performance. It has been regularly applied in contracts with government agencies, an in turn we would supply a bond in accordance with the clause. MTI would be pleased to provide a monthly status report to support installment payments. FAR Clause 52.232-30 will NOT be incorporated into the clause to the solicitation or award.

2. Specification Sheet paragraph 13 . (pg. 1) states- Strap Lowering Capability:. Shall have the ability to lower lifting straps at least 10 feet below the water line. Lift depth is typically measured from pier grade to bottom of load blocks. We are suggesting the intent may “below GRADE” as opposed to “below the water line”. Also, load blocks are not intended to drop below water level. We are questioning if this may be a typographical error. Please clarify. Request that straps can lower 20’ below the pier grade.

Please provide gradeability requirements and surface condition; i.e. pavement or aggregate. Gradeability is less than 2% and surface condition will be concrete. 3. Please clarify “unlimited rights” statements related to documents provided by contractor. We do not restrict document copying and distribution for purposes of equipment specification, operation and maintenance, nor for general recordkeeping or outside design support such as for site infrastructure.

We do discourage provision of Intellectual Property to competitors. “Unlimited Rights” is to be able to get technical, operational, general arrangement and parts catalog information freely. Information given is for Coast Guard Yard use only and will not be disseminated to competitors. It is for operational and maintenance guidance only. VOLUME III instructions require submittal of one complete copy of the entire Solicitation. Is this to include the Instructions to Offeror (filled) and the Specification? Yes.

A complete copy including the instructions page is required to be returned as part of the submittal of the proposal Would like to request clarification on CLIN 0002 of the Schedule of Supplies, where is states Quantity (5). The Product Specification Sheet describes (1) day each for Operator Training and Maintainer Training. CLIN 0002 also references (2) days of training. Could you please clarify the meaning for field Quantity (5) on CLIN 0002?

This would be in reference to the amount of personnel to be trained for Operations and same amount for maintainers. Two (2) 1-day training for Operators and three (3) 1-day training for Maintainers. The submittal date for the proposal has been changed from 3 September 2024 to 6 September 2024. The United States Coast Guard, Surface Force Logistics Center intends to solicit and award a fixed price contract for brand name or equal mobile travel lift requirement. The brand name is Mobile Marine Travelift 620C.

The United States Coast Guard (USCG) will accept proposals for any travel lift that meets the specified salient characteristics listed in the Product Specification Sheet (PSS). Any equivalent travel lift must demonstrate compliance with the requirements to be considered in the PSS.
