Station Bellingham Floating Dock and Pier Repair

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: past performance (the contracting specialist’s knowledge of and previous experience with the service being acquired). The solicitation number is 70Z03325QSTAB0001 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2023-05 Effective Date 08/08/2023, HSAR 6/21/2023, HSAM OCTOBER 2009, CGAP Change Notice 2023-05. Service Contract Act WD # 2015-5523, Date Of Last Revision: 07/08/2025 This acquisition is set-aside 100% for SMALL BUSINESS.

Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following:

In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Contracting Office Address: U.S. Coast Guard Base Seattle 1519 Alaskan Way S. Seattle, WA 98134 United States DESCRIPTION OF REQUIREMENT: Small floating dock needs repairs. The currently installed dock is non-serviceable and cannot be utilized due to excessive corrosion. The floatation devices coupled with marine growth have caused the pier to lay skew. Several connections no longer service the pier and those elements that do service the pier are to the end of their service life. Exterior brow needs to be replaced.

The brow for the dock is no longer serviceable and cannot aid anyone safely in passing to the floating dock. Brown needs to be fabricated to be replaced. PICTURES included in the Statement of Work attached.
