Notice of Intent to Conduct Sole Source Action with Herbert-ABS Software Solutions, LLC – HECSALV Software The United States Coast Guard (USCG) intends to contract on a sole source basis under the statutory authority permitting other than full and open competition in 10 U.S.C. § 3204(a)(1) implemented by FAR 13.106-1(b)(1)(i) Soliciting from a single source (including brand name), as defined in FAR 2.101.

The purpose of this acquisition is to obtain software licensing, maintenance and support to assist in performing marine structural analysis and salvaging operations by the USCG Marine Safety Center (MSC).
