The purpose of this amendment 0001 is two-fold:

(1) To provide answers to questions received. Please see SF30/Amendment 0001.

(2) Provide Attachment E - Security Requirement to the solicitation.

This is a combined synopsis/solicitation for Safe Maintenance Drill, Repair, Reset, and Disposal Service in accordance with FAR 12.603 with the synopsis requirements of FAR 5.207. Please refer to FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services and the specific instructions outlined in the addendum (Page 16-17 of RFQ 70SBUR24Q00000205).

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 70SBUR24Q00000205 is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) This requirement is a Total Small Business Set-Aside.

The associated NAICS code is 561622 - Locksmiths. (v) This requirement is for Safe Maintenance Drill, Repair, Reset, and Disposal Service in accordance with the Statement of Work. (vi)

Period of Performance: On or about August 15, 2024, 8:00am to 4:30pm EDT. Service will be provided in accordance with the Statement of Work. (viii) The provision at 52.212-1, Instruction to Offerors - Commercial Products and Commercial Services applies to this acquistion as does the addendum (Page 16-17 of RFQ 70SBUR24Q00000205). (ix) The provision at 52.212-2, Evaluation - Commercial Products and Commercial Services applies to this acquisition. The specific evaluation criteria outlined in paragraph (a) of 52.212-2 is:

Lowest Price Technically Acceptable. (x) A complete copy of the provision 52.212-3, Offerors Reps and Certifications - Commercial Products and Commercial Services shall be included with the quote. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services applies to this acquisition as does the addendum regarding Invoice Instruction (Page 14 of RFQ 70SBUR24Q00000205). (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Products and Commercial Services applies to this acquistion as well as FAR clauses cited in FAR 52.212-5: (See Pages 1-9 of RFQ 70SBUR24Q00000205). (xiii) RFQ 70SBUR24Q00000205 is being issued with the intent to make one (1) award.

Award will be based on a Lowest Price Technically Acceptable quote. Submission of a complete quote consitutes affirmation of your ability to provide Safe Mainteance Drill, Repair, Reset, and Disposal Service in accordance with the Statement of Work. Amendments to this solicitiation will be publicized in the same manner as the initial synopsis and solicitation. The Government is requesting maximum additional discounts beyond standard commercial pricing for this requirement.

The quote shall display any discount provided by the contractor and should represent the best possible price that the contractor can provide. Questions will be submitted to the Contract Specialist at: vanh.phun@uscis.dhs.gov no later than August 2, 2024 at 4:00pm EDT to be considered.

No telephonic questions will be answered. (xiv) No Defense Priorities and Allocations System rating will be assigned to this solicitation or resulting contract. Quotes received after 4:00pm EDT on August 7, 2024 may not be considered at the discretion of the Contracting Officer.
