Department of Homeland Security (DHS) - Department-Wide Cloud (Cumulus) Multiple Award Solicitation

9/10/2026 Solicitation Amendment 0002

The purpose of amendment 0002 to request for proposal (RFP) 70RTAC26R00000004, in support of Department of Homeland Security (DHS), Department-Wide Cloud (Cumulus) requirements is to accomplish the following actions:

1. In accordance with the effective date of this amendment 0002 (see SF30, block 3) to RFP 70RTAC26R00000004, answers are being provided to timely received industry questions submitted in accordance with the terms and conditions of the aforementioned solicitation. Industry questions and DHS provided answers are included as an attachment to this Amendment 0002.

2. In accordance with the effective date of this amendment 0002 (see SF30, block 3) to RFP 70RTAC26R00000004, a track changes copy of solicitation 70RTAC26R00000004 is provided, reflecting those updates and edits based on industry questions and DHS provided answers. A track changes copy of solicitation 70RTAC26R00000004 is included as an attachment to this Amendment 0002.

3. In accordance with the effective date of this amendment 0002 (see SF30, block 3) to RFP 70RTAC26R00000004, a track changes copy of solicitation 70RTAC26R00000004 Statement of Work (SOW) is provided, reflecting those updates and edits based on industry questions and DHS provided answers. Track changes copy of solicitation 70RTAC26R00000004 SOW is included as an attachment to this Amendment 0002.

4. The proposal response time and date established within RFP 70RTAC26R00000004, amendment 0001 has been updated here in amendment 0002 to 4:00pm ET, September 14, 2026.

All other terms and conditions established by the subject RFP 70RTAC26R00000004 not otherwise updated through this Amendment 0002 remain in full effect.

8/27/2026 Solicitation Amendment 0001

The purpose of this amendment 0001 is to include two changes to solicitation 70RTAC26R00000004.

1. The proposal response time and date established within the subject solicitation 70RTAC26R00000004 is hereby amended to 2:00pm ET, September 11, 2026.

2. The solicitation question submission time and date established within the subject solicitation 70RTAC26R00000004 is hereby amended to 2:00pm ET, September 2, 2026. Further clarification regarding submitted question content has also been provided for
within this amendment.

All other terms and conditions established by the subject RFP 70RTAC26R00000004 not otherwise updated through this Amendment 0001 remain in full effect.

In accordance with the subject solicitation 70RTAC26R00000004 and this solicitation amendment 0001, ALL solicitation questions shall be submitted via e-mail to the DHS, Contracting Officer gregory.blaszko@hq.dhs.gov no later than 2:00 pm ET on September 2, 2026. Questions submitted after the prior noted date and time shall not be considered.

A standard form (SF) 30 amendment 0001 and a track changes copy of solicitation 70RTAC26R00000004 are included as attachments (below) to this SAM.gov posting. 

08/18/2026 Solicitation Posting 

U.S. Department of Homeland Security (DHS) requires commercial cloud solutions for Department-wide use. Under the subject solicitation 70RTAC26D00000004, commercial cloud solutions shall be directly provided for by Cloud Service Providers (CSPs) through a multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Included within the scope of this effort titled Cumulus, are commercially available Anything as a Service (XaaS) covering Infrastructure as a Service (laaS), Platform as a Service (PaaS), Software as a Service (Saas), professional services, marketplace solutions, and training services.

In accordance with the subject solicitation 70RTAC26R00000004, ALL solicitation questions shall be submitted via e-mail to the DHS, Contracting Officer gregory.blaszko@hq.dhs.gov no later than 2:00 pm ET on August 21, 2026. Questions submitted after the prior noted date and time may not be considered.
