Science and Technology Directorate Operating Model Blueprint

PURPOSE OF THIS RFI DHS is issuing this RFI to gather input and identify qualified sources interested in performing the services identified for the Science and Technology (S&T) Operating Model Blueprint. These exchanges support market research being conducted by DHS S&T to determine if there are businesses in the market that provide this service. The results of this market research may assist in determining the appropriate solicitation method and the development of the overall acquisition strategy.

This acquisition will comply with the provisions of the FAR and HSAR, including but not limited to FAR 19 - Small Business Programs. INFORMATION REQUEST Interested parties should submit responses addressing the following areas: Demonstrated quantifiable approach to sourcing existing and evolving technology landscapes (e.g., Industrial Internet of Things (IIoT), environmental, in-door/out-door sensors and platforms), to identify, assess, solicit, and integrate capabilities into commercial market-ready solutions.

Demonstrated ability to establish a proving ground approach to technology design/operational test and evaluation, comparison and independent validation and verification. Demonstrated ability to establish and successfully execute public/private partnerships for data, technology and policy with Federal, State, local government, industry, academia, and not-for-profits. Demonstrated ability to provide quantifiable Return-On-Investment (ROI) for Public/Private Partnerships.

Demonstrated ability to design, develop, integrate, validate, and commercially deliver secure Industrial Internet of Things (IIoT) sensors into networked platforms. The vendor shall provide a rough order of magnitude (ROM) to provide DHS S&T strategy management consulting support for 6 months and two (2) 12-month option periods.
