Notice of Intent to Sole Source - Bloomberg Government Subscription

This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.106 -1(b)(1)(i) “Only one source reasonably available”.

The Office of Procurement Operations (OPO) on behalf of the Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source contract to Bloomberg Government located at 1101 K St., NW, 5th Floor Washington, DC 20005. Background The U.S. Department of Homeland Security (DHS) is committed to using cutting- edge technologies and scientific talent in its quest to make America safer.

The DHS Science and Technology Directorate (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. In support of the S&T mission, many divisions need access to certain scientific journals and databases in order to remain at the forefront of their research.

The S&T/Administrative Support Division (ASD), Business Readiness and Support office (BRSO) has followed the guidance set forth in the Management Action Directive: Senior Accountable Official for Subscription Consolidation. The request to procure the subscription to Bloomberg Government for selected/key staff members meets these requirements. Scope The Vendor shall provide the requested Bloomberg Government subscription services, and Monthly Usage Reports and other trend reports.

Place of Performance: This is primarily an online subscription service.

Period of Performance: The anticipated performance is a 12-month base period plus 4 12-month options A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.

Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
