This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and the addenda applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, and addenda applies to this acquisition.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and all the additional FAR clauses marked with an "X" in the clause are applicable to the acquisition. The Department of Homeland Security (DHS), Federal Protective Service (FPS) is issuing a combined synopsis/solicitation for the purpose of awarding a firm-fixed price purchase order.

Quotes must include a total price for all labor, supervision, tools, materials, equipment necessary to replace for the removal of the existing Video Surveillance System (VSS) and the purchase, installation of a completely new standalone HD Network Video Recorder Premium with minimum 192-TB storage in accordance with the attached statement of work dated November 6,2025, located at James Byrne Courthouse, 601 Market Street Philadelphia, PA 19106. The system consists of but not limited to the following:

installation/upgrade of a completely new standalone Avigilon (or equal) Network Video Management System (NVMS) using an Avigilon Network Video Server, Premium version, with a minimum 192TB storage. Replace the existing ten (10) outdated Extreme CCTV perimeter cameras with new Avigilon (or equal) IP technology four sensor multi-head cameras, including the infrared (IR) light rings for periods of extremely low light. The ten (10) replacement cameras are to be taken down and put up new cameras in their place.

These are all building mounted camera locations. Add three (3) new four sensor multi-head cameras with IR rings, where there are no existing cameras now. These locations are going to require some engineering and poles, to mount them high enough, securely enough, and with conduit and cabling to function effectively.

Four (4) client workstations with dual HD flat screen monitor capability, 4K monitors for these workstations in sizes of either 24”, 43”, or 55” depending upon location, network switches as needed, new CAT 7 or CAT 8 cabling, conduit, four-hour minimum backup for entire system and all additional equipment and appurtenances necessary for a fully functional IP VSS system 100% turnkey (functional) system.

A highly recommended (see Solicitations Provisions titled, Site Visit Attendance) site visit will occur on August 14, 2025.
