Industrial Fans

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

In accordance with Federal Acquisition Regulation 13.106-1(b)(1)(i), “for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” The Federal Law Enforcement Training Center (FLETC) intends to award a fixed price contract on a sole source basis to Delta T LLC dba Bigass Fans for providing and installing industrial fans.

The vendor provides an innovative concept as the motor is enclosed within a nitro-seal gearbox which reduces heat buildup and resists corrosion (Zone 1 Coastal Region) for extended life expectancy. The fans are being mounted to an existing big top tent structure and multi point safety features are needed. These features include a double safety cable system, airfoil retainers, hub safety clips, fire relay and airfoil restraint systems.

Fans come with eight aluminum airfoils with advanced winglets, safety restraints, and Air Fence system. The nitro-seal gearbox is hermetically sealed for durability and longevity in coastal climate regions. The 20’ powerfoil X4 fans provides the largest diameter and airflow coverage for use under 2 existing structures, as does the 14” Basic 6 under another existing structure. The included safety cables are comprised of aircraft-grade steel and come with a patented dual-axis mounting systems.

Justification for Sole Source Procurement: Market research indicated no other product on the market that could provide these features. Delt T LLC has provided these fans to FLETC previously and the product has been reliable and met the needs of a harsh safety and training environment. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy FLETC’s requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:00 AM Eastern Standard Time (CD) on September 26, 2024 . Responses must be submitted in writing to william.r.jordan@fletc.dhs.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.

Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.
