A1: It is the vendor's/quoter's discretion. We anticipate issuing a Firm Fixed Price Purchase Order. The provided list was just illustrative and was provided solely as guidance to assist vendors in understanding the anticipated scope of work. It did not constitute a government-directed methodology or an exhaustive list of the Contractor’s required means and methods.
Vendors may quote an alternative approach, methodology, equipment, materials, labor, or sequence of performance, provided the proposed solution meets all requirements of the SOW. The Contractor’s quotation shall reflect the Contractor’s own approach and solution for accomplishing the required work. The SOW remains the controlling document for the required performance and deliverables.
Q2: Top Hat or Cables to run from the top of the new cabinet to the existing cabinets?
A2: The cables to the new cabinet run underneath the raised floor, not across the top. There is no exception. All other terms and conditions remain unchanged.

08/03/2026 The purpose of this RFQ amendment 0001 is to:
1- Provide important site visit instructions under Section 7.0 (Pages 6-8); 2- Answer vendors questions and provide additional installation details (See attachments); 3-Update the RFQ clauses; 4-Update quotes due time and date (See Sub-Section L1). All other terms and conditions remain unchanged.
This is a combined synopsis/solicitation for commercial products prepared in accordance Revolutionary FAR Overhaul (RFO), FAR overhaul, Part 12. This announcement constitutes the only solicitation. Quotes are being requested herein, and a separate written solicitation will not be issued.
Solicitation number 70FB7026Q00000028 is issued as a Request for Quotation (RFQ) for one lithium-ion battery cabinet with 17 x 2.04 kWh Battery Modules (Manufacturer Part # LIBSESMG17UL) required for Federal Emergency Management Agency (FEMA), Mobile Emergency Response Support (MERS) Frederick, 4420 Buckeystown Pike, Frederick, Maryland 21704. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference.
The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The contractor shall provide the requested products in accordance with the attached Statement of Work. Brand name requirements: MERS already has one unit and the standardizing on Schneider Electric battery equipment maintains system interoperability, preserves the integrity of the existing UPS installation, minimizes lifecycle costs, and ensures continued manufacturer support for this mission-critical power system.
Brand name is required; no substitutions in product or quantity. Delivery and Performance shall be MERS Frederick, 4420 Buckeystown Pike, Frederick, Maryland 21704. Questions shall be submitted sufficiently in advance and no later than Friday July 31, 2026, at 10:00 AM ET to permit the Government to respond, as appropriate. No additional questions will be entertained after that date/time.
Contract Type: Firm-Fixed-Price Response times: All offers (Quotations) are due no later than Friday, August 07, 2026 at 12:00 p.m. Eastern Time. Responses should be sent via email to:

This Request for Quotations (RFQ) is issued solely for the purpose of obtaining quotations and does not constitute a contract, commitment, or obligation on the part of the United States Government. The Government reserves the right to cancel or amend this RFQ, in whole or in part, at any time prior to award, and to reject any or all quotations received.
The Government will not be responsible for any costs incurred by vendors in preparing or submitting quotations, or in responding to this RFQ. No contract shall exist unless and until a written contract or order is executed by a duly warranted Contracting Officer.
