The purpose of this Soliciation Amendment is to:

1) Minor admendment to section L and M language. All other terms and conditions remain unchanged.

The purpose of this Solicitation Amendment is to:

1) Amend pricing template: Adjust Transition CLIN (establish 2 SCLINs for 60 and 120 days), Adjust 8 to 10 months service for Dallas, Houston and San Antonio areas (Bexar, Dallas, Harris, and Tarrant counties) in the base period, and increase Program Management and Dispatch CLINs from 8 months to 10 months in the base period to account for the four (4) prioritized counties.

The purpose of this Solicitation Amendment is to:

1) Incorporate Government responses to offeror submitted Questions. (See attachment 04 responses) 2) Extend Offer submission due date. (See Section L) 3) Incorporate Amended PWS, ICE firearms policy and amended Pricing Template.

The following information is being provided in accordance with (IAW) Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), all other required information for this Request For Proposal (RFP) can be found wtihin the attachments provided: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation.

Offers are being requested and a separate written solicitation will not be issued. Solicitation number 70CDCR26R00000021 is issued as a Request for Proposal (RFP) for commercial services to provide statewide armed ground transportation, 24/7/365 centralized dispatch operations, and a contractor?hosted secure web portal in support of ICE ERO’s 287(g) Program throughout the State of Texas. See the attached solicitation and Attachment 01 – Performance Work Statement (PWS) for the full description of requirements.

This acquisition is not set aside for small business concerns. Large businesses will be required to submit an individual subcontracting plan; see Section I and Section L of the attached solicitation. This solicitation incorporates provisions and clauses by reference. Offerors shall refer to Sections I and K of the attached solicitation for the complete list of applicable FAR and HSAR provisions and clauses.

This acquisition is not a rated order under the Defense Priorities and Allocations System (DPAS) in accordance with 15 CFR 700. (ii) Line items, quantities, units of measure The detailed Contract Line Item Number (CLIN) structure, quantities, and units of measure (including the base and option periods) are provided in Section B – Supplies or Services and Prices/Costs and Attachment 02 – Pricing Template of the attached solicitation.

Offerors shall refer to these attachments for all CLIN and pricing details. (iii) Description of requirements A complete description of the requirements, including all performance standards, deliverables, and technical/operational expectations, is contained in: Section C – Description/Specifications; and Attachment 01 – Performance Work Statement (PWS).

Offerors shall review Attachment 01 – PWS in its entirety for the detailed scope of work. (iv) Dates and places of delivery/acceptance; f.o.b. point All delivery, performance, and place?of?performance information (including base and option periods, Texas statewide operations, ICE facilities in Texas/Oklahoma/New Mexico, and dispatch operations in the greater Nashville, TN area) is set forth in: Section F – Deliveries or Performance; and Section E – Inspection and Acceptance.

This is a services acquisition; services are performed at Government?specified locations as described in Section F and Attachment 01 – PWS. (v) Solicitation provisions All solicitation provisions applicable to this acquisition are identified and incorporated in: Section L – Instructions, Conditions, and Notices to Offerors; and Section K – Representations, Certifications, and Other Statements of Offerors.

Offerors shall rely on these sections of the attached solicitation for all proposal preparation and representation/certification requirements. (vi) Contract clauses All contract clauses applicable to this acquisition, including commercial item terms, labor, security, privacy, FedRAMP, and information?security requirements, are identified and incorporated in: Section I – Contract Clauses; and Section H – Special Contract Requirements.

Offerors shall review Sections I and H of the attached solicitation for the complete clause set and special DHS/ICE conditions. (vii) Date, time, and place for receipt of offers; point of contact The date, time, and submission instructions for offers are provided in: Standard Form 33 (front page of the attached solicitation); and Section L.3 – Proposal and Question Submission Instructions.
