Unaccompanied Children (UC) and Family Unit (FAMU) Transportation

U.S. Immigration and Customs Enforcement (ICE) intends to issue a sole source modification to contract 70CDCR20C00000001 to MVM, Inc. The purpose of this modification is to extend the performance of the contract from 05/07/2024 to 06/30/2024 to correspond to the conclusion of the transition period of the new follow-on contract (see notice ID 70CDCR24D00000002). The modification will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.

3204(a)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." As the incumbent, MVM is uniquely positioned to continue providing these services on an uninterrupted basis. MVM already has the corporate resources and infrastructure in place under the current contract and will utilize these same resources and infrastructure under the new contract.

Furthermore, a new contract of this magnitude would require a transition period that exceeds the two-month extension being publicized with this notice and is not feasible. This pre-solicitation synopsis is for informational purposes only and should not be considered a request for capability statements, quotes, or proposals. However, per FAR 5.207(c)(16)(ii), “All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.”
