Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value to the Government, when considering technical capability, past performance, and price.

This section should address prior experience with similar requirements, especially in PR and/or USVI, and particularly Government contracts. If the quoter intends to subcontract any portion of the contract, quoter shall identify the proposed subcontractor, their business size, small business category designations (i.e. HUBZone), and their relevant technical capability information in the Technical Capability Statement.
(6) Past Performance: The Government will query its CPARS contractor performance database for reviews. If no reviews are available, a neutral rating may be assigned. The Government may also request up to three (3) past performance references during the evaluation period.
(7) Price: Pricing quotes will be requested subsequently from the highest rated vendors based on Technical Capability and Past Performance evaluations. Any additional information necessary to provide a price quote will be addressed after the non-price factors are evaluated. A non-disclosure agreement and proof of identification may also be requested at that time.
