Trash/Waste Removal Service - Ramey BPS, Puerto Rico (amended)

Amended to incorporate Amendment A0001, answering Q&A, substituting "SOW SubAttach B" with "SOW SubAttach B v2", and removing "SOW SubAttach C". The response deadline remains unchanged.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Facilities and Asset Management, Ramey Sector, intends to award a Purchase Order (PO) for the procurement of Trash Collection services. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW.

The solicitation number is 70B03C25Q00000357 and is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111 with a small business size standard of $41.5 million. This procurement shall be set aside 100% for small business.

All qualified, responsible sources may submit an offer that will be considered by the agency. Offerors are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value after tradeoffs, where technical capability and past performance, when combined, are more important than price.

The place of performance shall be the offeror’s facility located at U.S. Border Patrol Station Ramey, 722 Belt Street Aguadilla, PR 00603, as set forth in the attached SOW. Offerors shall complete and submit the SF 18, attached QUOTE form, and attached TECHNICAL AND PAST PERFORMANCE form on or before the deadline of the RFQ, July 15, 2025 at 1:00 p.m. ET, via email only to colin.a.colgan@cbp.dhs.gov.

Any questions about the requirement shall be submitted via email only to the same email address no later than July 11, 2025 at 1:00 p.m. ET. Late questions are unlikely to be answered. Period of performance for the PO shall be a twelve (12) month base period, plus four (4), one-year options to extend the PO at the Government’s discretion, as follows:

07/24/2025 – 07/23/2026 Option Year 1:

07/24/2026 – 07/23/2027 Option Year 2:

07/24/2027 – 07/23/2028 Option Year 3:

07/24/2028 - 07/23/2029 Option Year 4: 07/24/2029 – 07/23/2030. Quotes will be evaluated based on total pricing for a Base Period plus four (4) option years.
