In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to Rape, Abuse, and Incest National Network (RAINN) for Coast Guard Senior Executive Accountability and Transparency Review Implementation Summit Support. The US Coast Guard, CG-9123 Formal Contracts, intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to RAINN, 1220 L Street NW, Suite 500, Washington, D.C.

2005. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. RAINN is the source capable of providing comprehensive sexual assault trainings for professionals and volunteers nationwide. As subject matter experts, they offer several trainings that engage, educate, and prepare adult learners to support survivors of sexual assault. Training modules include, but are not limited to:

Sexual Assault 101, Understanding Trauma Responses, and Basics of Crisis Intervention. RAINN has been recognized as a national leader in sexual assault education and crisis intervention services and provided guidance by the Department of Justice (DoJ) on best practices for online and technology services to include the development of the National Victim Service Standards.

In 2011, the DOJ’s Office for Victims of Crime recognized the National Sexual Assault Hotline as a model for using technology to serve victims of crime. RAINN operates the DoD Safe Helpline through a contract with the Defense Department. Providing live, one-on-one support to sexual assault survivors and their loved ones within the DoD community online, over the phone, through an app, and via text. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 8 a.m. EST on 12 January 2024. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes.

Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, bobbi.j.forbes1@uscg.mil with solicitation number referenced in the subject line.
