NOTICE OF LEASE REQUIREMENT

The General Services Administration (GSA) is seeking expressions of interest from owners and authorized representatives of properties meeting the following requirements:

Additional Requirements:

  • Amenities must be available within one walkable mile of the building
  • A minimum of 50 spaces are required for employee and customer parking located onsite, at the street level, or in commercial pay parking locations with rates at or below the city average of the city. Onsite and street parking must be available within 800 walkable feet of the proposed space. Restricted or metered parking of one hour or less within the two-block area of the space does not meet parking requirements 
  • Disabled Parking Requirements: In locations where, onsite parking is not available, disabled parking must meet whichever of the following conditions is greater: a. Provide five additional parking spaces in addition to existing disabled parking in an adjoining parking lot or garage with a fully accessible route to the office; or along city streets, by having the city provide a minimum of disabled spaces, in addition to any planned or required spaces within 250 feet from the accessible entrance. b. Provide five additional parking spaces beyond code requirements in an adjoining parking lot or garage with a fully accessible route to the office; or along city streets, by having the city provide a minimum of disabled spaces, in addition to any planned or required spaces within 250 feet from the accessible entrance.
  • Buildings containing warehouse, residential or manufacturing facilities or buildings located in or near industrial or manufacturing zones or complexes will not be acceptable.
  • Not within 800 feet of active, freight-carrying railroad track
  • Visible or easily located from arterial street, as determined by SSA. Proposed signage solutions must be submitted with the offer for SSA review and concurrence prior to lease award.
  • Offered space must be accessible from public transportation and parking via sidewalks illuminated by street lighting to the public entrance to the space.
  • Offered space must be located within a walkable ¼ mile of public transportation. Space offered must be located within ¼ mile from a primary or secondary street. The route of travel from the primary or secondary street must be direct. Locations that have obscure or difficult access, as judged by the government, will not be considered.
  • Sites which are located directly on a highway or six-lane thoroughfare will not be considered if the office is not immediately accessible from both directions of traffic, and traffic devices are not located to control left turning traffic.
  • Entire space at or above grade; minimum two accessible egresses; no below-grade space; above-grade served by at least two elevators (one operational during power outages)
  • The Government reserves the right to select space(s) that will be acceptable and reject other space(s) when multiple spaces within the same building are offered.
  • Space must be contiguous and located on one floor. Space must be no more than twice as long as it is wide. It must have open areas where columns and other obstructions do not hinder the development of efficient space layouts and office workflow.
  • Columns must be at least 20 feet from any structural wall and from each other. Some deviance may be acceptable to the government when at least 80% of the columns meet this requirement, as judged by the government. Columns must not be greater than 24 inches square.
  • The Government will not consider space containing interior ramps or steps.
  • Contiguous space on first floor locations will be considered most efficient. If upper level space is considered, elevator service must consist of a minimum of two accessible elevators serving the floor proposed for SSA. Both elevators must be directly accessible to the public and the SSA lobby. One of the accessible elevators may serve as a freight elevator.
  • Buildings must have windows comprising 25-50 percent of the exterior perimeter walls.
  • Two separate entrances are required, one for public and one for employees. When entry into space is directly outside, a vestibule is required at both public and employee entrance. The vestibules will be considered part of the common area factor.  

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.  A fully serviced lease is required.  Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).

Expressions of interest must Include.

  1. Building name and address;
  2. Contact information and e-mail address of offeror’s representative;
  3. ABOA SF and rentable square feet available, identifying the specific floors and square footages;
  4. Asking full-service rental rate per ABOA SF and RSF inclusive of a standard GSA warm-lit shell;
  5. Operating costs per ABOA SF and RSF included in the full-service rates;
  6. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.
