Notice of Intent to Sole Source for Virtual Acquisition Office (VAO) Licenses to Unison Virtual Acquisition Office, LLC

Marine Corps Installations - National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of intent to award a purchase order to Unison Virtual Acquisition Office, LLC (CAGE Code: 7UCQ8) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 12.102(a), the circumstances of the contract action deem only one source reasonable available.

This procurement is for Virtual Acquisition Office (VAO) licenses to support MCINCR-RCO at Marine Corps Base Quantico and the Contracts Division of Installations and Logistics Headquarters. The applicable NAICS code is 513210 (Software Publishers). Market research confirms that Unison Virtual Acquisition Office, LLC is the sole-source provider and original equipment manufacturer (OEM) of its proprietary products, software architecture, and associated federal services.

Consequently, the Government intends to solicit and negotiate directly with this source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within seven (5) calendar days after the date of the publication of this notice, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed to Ana Manavi at anarosa.manavi@usmc.mil no later than Tuesday, September 1, 2026, at 10:00 AM EST.
