Red Grade Road, Phase 1 Special Notice: The Federal Highway Administration (FHWA) Central Federal Lands Highway Division (CFLHD) will be conducting a virtual Pre-Bid meeting for WY FLAP SHE 26(1) Red Grade Road, Phase 1 on November 13, 2025, at 1:00 p.m. Mountain Time. Please send an email to CFL Acquisitions, cflacquisitions@dot.gov if you would like to attend. Please ensure that WY FLAP SHE 26(1)
Red Grade Road, Phase 1 Attn: Kelly Palmer or Laura Slauter is in the subject line. A link to the virtual meeting will be sent on November 12, 2025, end of day. The project site is currently accessible and available for viewing prior to the meeting and throughout the Solicitation timeframe, weather permitting. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
PROJECT DESCRIPTION: The purpose of this project is to improve access to the Bighorn National Forest and Bureau of Land Management (BLM) lands through roadway rehabilitation, widening, and minor roadway realignment of Red Grade Road (County Road 26/USFS Route FSR 26). Red Grade Road provides a travel corridor from Wyoming State Highway 335 to US Highway 14. The project will address the substandard roadway typical section, geometrics, and safety issues.
SCOPE OF THE WORK: This total project length is approximately 2.6 miles. The plans include two (2) schedules and one (1) option: Schedule A is approximately 1.8-miles (~MP 1.0 to ~MP 2.8) and includes the majority of large cuts and retaining walls. Schedule B is approximately 2.6-miles (~MP 1.0 to ~MP 3.6), which includes the limits of schedule A and the remaining 0.8-miles. Option X includes the rehabilitation of the Aspen’s Parking Lot at ~MP 2.7. The proposed roadway will vary from 22-foot wide to 18-foot total.
The existing roadway width is 18 feet wide. The project will include minor horizontal and vertical realignments to improve sight distance and roadway geometry, as well as drainage improvements to obtain a design standard for the proposed roadway. The project is considered 3R+ and located in mountainous terrain.
